The High Elves are a prideful and cocky people but above all else are the wisest people to walk in the empire and in this realm. They hold much information and are masters in politics. They manage and maintain the Elven Empire's diplomatic relations with foreign folk, as well as sustain and overlook their laws. They ensure every law is met and followed by every elf no matter the race. They are all knowing in the Elven history as well.
At one point the High Elves controlled the Citadel, it however fell into the hands of the Templars.
