The old Neptune class of ship was an experimental design created toward the end of the Xenon Empire for use in the now Xenian Navy. It incorporated lessons learned from the successful rebuilt of the Atlas class, but was considered unstable due to its narrow hull. The option of using razeeing it (removal of the top two decks) and using it as a 30-gun 6th rate, however, it was instead decided to be used as a floating battery and loaned to the Commonwealth of Nations 90% complete (missing masts).
In its role as a floating battery, it was taken in tow by smaller 24-gun XNS Cormoran-class also belonging to The Xanthian Order. Due to diplomatic breakdowns between the Commonwealth and the Xanthian order, and disagreements on ownership of the two loaned ships, it was decided to tow the Neptune back to Xenia for completion with use of the Cormoran however the latter experienced a magazine explosion and quickly sank in the Freeport harbour. Neptune, damaged and now without a tow, was scuttled as a blockship to disrupt trade to the Freeport.
